In areas with limited livelihood opportunities, groups marginalized by systemic exclusion understandably continue to prioritize meeting their basic needs rather than efforts towards risk reduction, particularly if the impacts of these actions seem distant in space and time. This inequality also drives the movement of people to different places, often into high-risk areas with few support networks.
Addressing inequality of development and livelihood opportunities requires commitment and dedication to a sociocultural transformation to reframe our whole system of morals, life and work to make this system better for the whole rather than the few.
